I. Scope of regulations

The geographical scope of Parking Regulations applies to all car parks operated by DV Parking Kft. within the area of Debrecen International Airport. The personal scope of Parking Regulations applies to persons using the designated car park for storing vehicles, persons using the car park by requesting a ticket, or by presenting a pre-purchased permit at the entry terminal, employees of the car park operator, or persons staying in the car park for any other purposes (e.g. maintenance, repair, etc.)

Definition of terms

  • car park: All areas covered by the territorial scope of the Parking Regulations, where Clients may store their vehicles after entering the car park.
  • Client: Natural or legal persons who, by entering the car park and purchasing a parking ticket issued by the entry terminal, have entered into a short-term contract, and those who have a fixed-term contract with the operator, or the owner for storing their vehicles in the car park.
  • parking agreement: A bilateral lease agreement concluded between the operator or owner of the car park and the Client to govern the conditions for storing a vehicle on a parking spot in the car park for a limited period.
  • operator: The company, responsible for the entry and exit of vehicles, and the operation of the car park and the parking equipment.

II. Rules for using the car park

Access to the car park is subject to compliance with the instructions, warnings, restrictions and prohibitions displayed on traffic signs at the entrances.

Upon entry to the car park, either a parking ticket shall be requested by pressing the appropriate button on the entry terminal, or a parking permit shall be read by the card reader on the terminal. The Client confirms establishing a contractual relationship by presenting a parking ticket, or a valid parking permit. The operator shall be entitled to request the presentation of the vehicle’s documents.

The car park may be accessed after receiving the ticket or having the permit read by the terminal. The contractual relationship between the Parties comes into existence with the act of the Client taking the parking ticket or having the permit read by the terminal. The extent to which the parking ticket or the valid permit provides for the use of the car park is defined by the content of the lease agreement.

The Client acknowledges complying with the rules of the car park, concurrently becoming entitled to park their vehicle in the car park. Disabled parking badges are not valid in the car park. Entering the car park with trailers or vehicle combinations shall be subject to prior permission. A parking ticket or permit only entitles a single vehicle to enter or to be stored in the car park at a time.

Clients using the car park are only allowed to leave standard equipment in the vehicle and are obliged to keep the vehicle locked to prevent intrusion and turn on all available security systems.

Vehicles shall be parked in such a way that they should only occupy the parking space enclosed by the relevant surface markings. After stopping the vehicle, it must be secured as required, the parking brake must be applied, and the vehicle must be locked or other property protection must be provided.

Exiting the car park with a vehicle is possible following the payment of the parking fee at the automated payment station and having the paid parking ticket read by the exit terminal. In case the Client is holding a valid parking permit, exiting is possible after having the permit read by the exit terminal. After having the paid parking ticket or valid permit read, exiting becomes possible when the barrier is automatically lifted.

Hungarian public road traffic regulations apply to the car park. The provisions of road signs and instructions as well as the speed limit must be observed. The instructions of the car park staff must be followed to maintain the normal operation and for the benefit of other clients of the car park.

Pedestrians in the car park shall pay increased attention, they must cross the lanes reserved for vehicle traffic carefully.

Upon the occurrence of extraordinary events (e.g. fire emergency, bomb threat) Clients are required to leave the car park with no delay.

In the event of real and immediate danger, the car park’s operator is entitled to remove the vehicle and the Client shall be obliged to bear the cost and the risk of the removal. In case of mechanical issues of the vehicle or any other question related to parking, the Client may request assistance by pressing the appropriate button on the automated payment stations.

III. Parking fee

The car park is continuously operational 24 hours a day. Entering the car park is not possible when it is full, or if the operator closed the car park due to an extraordinary event.

Clients wishing to enter the car park are informed about the number of remaining parking slots and the car park being full by the parking availability display placed at the entrance.

The ever applicable parking fees are indicated by signs placed in the car park. Exiting the car park with a vehicle is possible following the payment of the parking fee at the automated payment station.

After paying the parking fee the Clients have 15 minutes to exit the car park. Clients shall carefully retain the parking ticket until they exit the car park with their vehicles. In case of a lost or damaged parking ticket or permit, the operator of the car park must be informed immediately. Clients using the car park are obliged to bear the costs of a lost or damaged parking ticket.

IV. Prohibitions

The following is strictly prohibited in the car park:

  • To violate Hungarian public road traffic regulations,
  • To obstruct the regular operation of the car park in any way,
  • Smoking or use of open flames,
  • Storing a vehicle whose fuel tank is leaking gas or oil,
  • Entering the car park with, or storing any type of flammable (even as a component of the vehicle) except for the fuel stored in the vehicle’s fuel tank,
  • To store objects or garbage other than vehicles in the parking lots,
  • To park vehicles on specially designated spaces, in front of emergency exits, entry or exit barriers, elevators,
  • Washing, repairing, vacuum-cleaning vehicles, changing coolant fluid, engine oil, or fuelling vehicles in parking spots and the aisles,
  • To damage, or pollute the car park, other clients, or third parties,
  • Performing repair jobs of any kind on parked vehicles,
  • Parking vehicles without license plates, or vehicles that do not comply with the traffic regulations,
  • To carry out commercial activity in the car park without the authorization of the operator (e.g. distributing flyers, selling goods, providing passenger, freight, or baggage transport services),
  • Unauthorized persons are not allowed in the car park,
  • Exceeding 20 km/h speed limit in the car park,
  • unduly prolonging the time required to leave the car park.

V. Liability for breaches of prohibitions - sanctions

The liability of the Parties shall be governed by the provisions of the Civil Code and this Agreement. The owner and the operator of the car park shall not be liable for guarding the parked vehicles, for any damages to the vehicles or objects and valuables placed in the vehicles.

A security service is operating in the area of the car park by the Security Services Act, with the task of enforcing the prohibitions set out in Chapter IV.

The operator, through its security service, is entitled to expel the Client or any person present in the car park who disturb the regular operation of the car park, violate the prohibitions, endanger the safety and security of the car park.

Should expulsion be ineffectual, the operator reports the matter to the competent authorities, in the interest of the removal of the person violating prohibitions, disturbing the regular operation, or the vehicle endangering the safety and security of the car park.

Vehicles endangering the safe and secure operation of the car park will be transported at the expense and risk of the vehicle owner/operator.

The car park of Debrecen International Airport is private property, only contracted partners of the airport shall provide business services there. Clients arriving for business purposes will be refused to enter the car park by security staff. In all cases, the reversal of the vehicles shall take place following the instructions of the security service and by the Hungarian road traffic regulations.

Any breach of the Parking Regulations is recorded by CCTV, based on which a violation or criminal report will be filed.

Users of the car park who violate the Parking Regulations or the Agreement are liable to pay compensation to the other client, the operator or a third party for the damage they have caused in other vehicles, parking equipment, or in any way or manner.

The Client shall be obliged to report any of the above-mentioned matters to the security staff immediately. The security service records such damages by taking minutes of the event and takes the necessary actions and notifies the police when appropriate.

VI. Miscellaneous provisions

The operator of the car park cannot influence the conduct of individuals. The operator shall not be liable for the conduct of third parties, in particular for any resulting damages, vandalism, theft, burglary, regardless of whether the third party is authorized or not to stay in the car park.

The operator shall only be liable for the damages caused intentionally or through negligence by its employees on duty. All liability of the operator shall be limited to the amount specified by the liability insurance obligation of the operator.

Any issues not regulated in this Parking Regulations and the Parking Agreement are governed by Hungarian law.

CCTV surveillance system is in operation in the car park.

In case of mechanical issues of the vehicle or any other question related to parking, the dispatcher service will provide assistance to Clients.

Clients with parking permits shall present their credentials at the Close Proximity Card Reader at the entry terminal. The Client acknowledges to comply with the parking regulations, and by doing so, the Client becomes entitled to park their vehicle in the parking lot. Disabled parking badges are not valid in the car park. Entering the car park with trailers or vehicle combinations shall be subject to prior permission. A parking ticket or permit only entitles a single vehicle to enter or to be stored in the car park at a time.

  • driving vehicles faster than 20 km/h;
  • unduly prolonging the time required to leave the car park.

Debrecen International Airport’s Car Park is private property, only contracted partners of the airport shall provide business services there.
